  • Yes. The City of Mesquite has several handicap accessible playgrounds located throughout the city. One of the playgrounds that is specifically designed for total access by wheelchair patrons is the Discovery Playground at City Lake Park. The KidsQuest playground also has areas that are accessible for wheelchair patrons.

  • Most of the drinking fountains on the various parks do not have plumbing parts that are freeze proof. Therefore, to guard against pipes and fixtures bursting in freezing weather, the Park Services staff winterizes (drains the lines and shuts off the water source) from approximately December 1 through March 15 each year. The newer freeze proof fountains are left on throughout the year regardless of the weather.

  • There are five ponds / lakes throughout the city. All of the ponds / lakes are typically stocked with various game fish such as crappie, black bass, perch, and catfish. The ponds / lakes are located at Palos Verdes Park, Beasley School-Park, City Lake Park, Valley Creek Park, Bruton Park, Rorie Galloway Day Camp, and Wildflower Park. The only catch and release site is at the Rorie Galloway Day Camp.

  • The coloring agent, which is blue-green in color and non-chemical based, is put into the pond / lake to help deter the formation of algae. The coloring agent helps deflect the sunlight, which is instrumental in helping algae grow. The dye also helps keep the water clear.

  • No. Boats cannot be put into any of the city’s ponds or lakes. Only authorized personnel are allowed to put a boat into the ponds / lakes from time-to-time to remove debris or work on the aerators that cannot be reached from the shore.

  • The Parks and Recreation Department treats the above referenced properties as nature areas, and fallen trees and logs are left in place for wildlife habitat or refuge. If a hazardous tree is on the outer edge of a wooded area, near areas where children play, the tree would be cut down to lessen the safety risk, but the tree would remain for wildlife habitat.

  • No. On a standard residential lot, the property owner does not have to get permission or a permit to remove a tree on their property. If the residential lot abuts a creek or drainage channel, a typical property line extends to the center of the creek or channel. In this case, the property owner must receive approval from the Drainage Division of the Engineering Department in order to clear underbrush or remove trees.

  • Yes, mulch is available to residents of Mesquite, free of charge. A resident can get up to 2 cubic yards of mulch each month by going to the Compost Facility located at 3550 Lawson Road. Even though these areas are typically designated as utility easements, the property owner is responsible for mowing them. Also, should the property owner have a vacant area across the alley from them, that property owner is responsible for any mowing in an area 30’ from their back fence line. This is referred to as the “30 Feet Mow Rule” and can be read on under Ordinance 1816.

  • The maintenance of any tree planted in the three-foot grass area between fences and alleys or growing in an alley easement is the responsibility of the adjacent property owner.

  • All Mesquite Fire Department Engines are staffed with at least one Paramedic and are equipped as advanced cardiac life support first responders. This gives the engine crew the capability to provide advanced airway access and administer cardiac drugs. A fire engine is sent automatically to assist an Ambulance (Mobile Intensive Care Unit (MICU)) on unconscious persons, cardiac complaints, breathing difficulties, active seizures, trapped persons and major vehicular collisions.

Whether you are the patient or an authorized representative (as described above), you must bring proper identification.   • No registration is required for medical alarms. The City of Mesquite does require that fire alarms in commercial buildings be registered. This includes all buildings except single-family residential dwellings. A nonrefundable permit fee of $50.00 per alarm site with one fire alarm control unit is required for the issuance of a permit.  If an alarm site has multiple fire alarm control units, a nonrefundable fee of $50.00 for the first alarm control unit and $10.00 for each additional fire alarm control unit is required.  A permit is issued for one year and must be renewed annually by payment of the required fee.  A new fee and permit is required upon a change in ownership or change in occupancy of the property.  A new owner or occupant of a building with a fire alarm is required to obtain a new permit. This includes both fire alarms that are monitored and fire alarms that only sound on the premises. Owners of fire alarms in commercial buildings are also required to have their alarm systems inspected by a fire alarm technician once each year, and records of the inspection, testing and maintenance shall be maintained at the fire alarm site and available for inspection with the consent of the permit holder or other authorized representative.  The owners of all fire alarms, both registered commercial and non-registered residential, are subject to fines for excessive false alarms or for failure to properly maintain a fire alarm system.   • Each year, many asbestos removal jobs in Texas are done in violation of state and federal safety laws that require protection of construction workers and the public from exposure to dangerous levels of asbestos fibers.
    Verifying that an asbestos survey was done prior to a renovation or demolition will educate building owners who are unaware of the requirements and make it harder for building owners and contractors to claim ignorance of the asbestos laws.

  • Permit means a license certificate, approval, registration, consent, or other form of authorization issued by a municipality for renovation or demolition of a public or commercial building that a person is required by law, rule, regulation, order, or ordinance to obtain to perform an action, or to initiate, continue, or complete a project for which the authorization is sought.

A general rule of thumb is that non-residential buildings and apartment complexes larger than fourplexes, and are either public or commercial. The demolition or renovation of a single residence (fourplex or smaller) does not require an asbestos survey if the property continues to be used as a single residence after the demolition or renovation.

Permission by a parent or legal guardian is necessary for minors under 12 to obtain a card. Library cards expire after 3 years. Notify the Library immediately if your card is lost or stolen. Proof of current address & photo I.D. are required (such as a school I.D. or recreation center I.D. card) and an official document with the teen’s name and current address, such as a recent report card.

  • When you first apply for your card, you are limited to two items. After that, there is a limit of 30 books. Playaways, Audiobooks, and DVDs are limited to 5 in each category. Please note that you must be 12 years or older to check out CDs, audiobooks, and switch games, and 18 years or older to check out DVDs.

  • Notify the library immediately if your card is lost or stolen. The library can then put a block on your card to prevent anyone else from using it. If the library is not informed that the library card is missing, the cardholder will still be responsible for any items checked out on it. This includes all buildings except single-family residential dwellings. A nonrefundable permit fee of $50.00 per alarm site with one fire alarm control unit is required for the issuance of a permit.  If an alarm site has multiple fire alarm control units, a nonrefundable fee of $50.00 for the first alarm control unit and $10.00 for each additional fire alarm control unit is required.  A permit is issued for one year and must be renewed annually by payment of the required fee.  A new fee and permit is required upon a change in ownership or change in occupancy of the property.  A new owner or occupant of a building with a fire alarm is required to obtain a new permit. This includes both fire alarms that are monitored and fire alarms that only sound on the premises. Mesquite is one of thirteen member and many customer cities purchasing treated water from NTMWD. In addition to Mesquite customer cities include Garland, Richardson, Frisco, Allen, Plano and others.

  • If the material looks or feels like a plastic product, it is the dip tube located in the hot water heater. Many plastic dip tubes deteriorate with time and must be replaced. It is recommended that a licensed plumber perform this task. This became a common problem when manufacturers began using plastic dip tubes some years ago.

    If the particles do not appear to be plastic and crumble easily in your hand, they are from mineral build up in the hot water heater. As water is heated the minerals such as calcium and magnesium cling together and settle out of the water into the bottom of the hot water heater. Flush the heater periodically to rid it of these particles.

The NTMWD uses "chloramines" for water disinfection, leaving a chloramine residual behind for secondary disinfection of water in the distribution system. In other words there is a chloramine product in the water which is available to disinfect anything that might enter the system after initial treatment.

    Chlorine alone was found to bind with other materials to produce a biproduct considered to be carcinogenic in nature. Chloramines are formed by combining chlorine and ammonia before injection to the water. This combination stabilizes the chlorine greatly reducing the production of carcinogens, thus meeting Federal Drinking Water rules. In addition, this combination lasts much longer in the system for secondary disinfection.

  • The City of Mesquite is required by law to furnish 120 bacteriological samples per month for testing. These samples are taken weekly and delivered to the State-certified lab in Wylie. If a bad sample is found, immediate retesting is required. If repeat testing fails the public would immediately be notified. The City is also required to take other water samples that include: lead & copper, chlorine residual, trihalomethanes & haloacetic acids, nitrification and Unregulated Contaminants (chloroform, bromoform, bromodichloromethane, dibromochloromethane). Total samples taken by Utilities for 2019 was 4,252.

  • Testing is done based on a mapping system approved by the Texas Commission on Environmental Quality (TCEQ). The testing sites are set up to encompass the entire distribution system. This site map and subsequent testing provides coverage for all areas of the distribution system.

  • Federal and state law requires notification to all franchise utilities before excavating or digging to repair a leak. This notification is required so that excavation and digging operations to repair a leak does not inadvertently cut or damage other utility lines (electric power, phone cables, cable TV or gas mains). A 48 hour notice is required for line locations. In an emergency when safety or property damage is an immediate concern, line location may be secured in two hours. Most repairs are not classified as emergencies. Often the locations may be made and there still seems to be no activity. Leaks are prioritized with large impact leaks and emergencies taking precedent over small nuisance leaks.

  • The City of Mesquite attempts to notify customers of water service interruptions whenever possible. When water is cut off in an emergency situation residents are not always notified. On occasion, there is not adequate time to notify due to a water main break which is causing property damage or is a safety concern.


    There are times when a water main rupture is substantial enough to depressurize the water lines in the immediate vicinity of the damage. Under this condition water is exiting the pipe in such volume that water pressure and flow cannot be maintained. The drop in pressure gives the appearance of the water being turned off even though this has not occurred.


    If water service will be interrupted for only a short period of time, notification is sometimes not given. Notification in these cases takes manpower which is not available and service will be restored very soon.

  • Fire hydrants are flushed for numerous reasons. Hydrants are opened to flush the system when water appears discolored, has an odor or to remove air from the system. Hydrants are often left open after a water main repair to relieve excessive pressure build up as the system is re-pressurized.

  • The musty or earthy taste and odor is caused by an algae bloom at the lake. Texas lakes are prone to blue green algae bloom around July and August, which creates problems in the treatment process. The algae is removed during the treatment process but leaves behind the odor and taste problems experienced by customers. The water is treated at the Wylie plant with activated carbon and potassium permanganate to aid in the control of these odors and foul tastes.

    Little can be done in the distribution system to control this harmless nuisance. Customers often ask City forces to flush fire hydrants in an effort to control this problem. Fire hydrant flushing is non-effective during this time. The odor and poor taste clears as the algae levels slowly return to normal.

  • The City of Mesquite currently uses a metal meter box which is much more durable and practical than plastic or concrete boxes. The box locks to protect the city-owned meter and cut off valve. This is the industry standard in use by most communities. It is a violation of City Code for anyone to tamper with the city-owned valve, meter or line within the city right-of-way.

    Section 16-6 of the City Code states "It shall be unlawful for any person to tamper with or interfere in any manner with any water meters, service mains, standpipes or any other utilities division property."

    The valve located in the meter box is the property of the Utilities Division and is easily damaged by those not acquainted with its operation. Most homes have a cut-off valve belonging to the property owner located next to the foundation. In many cases these valves are difficult to locate. They are approximately 18" deep and were installed with a valve extension to ground level which eventually rusted away or broke off. Property owners may choose to excavate the valve and place a plastic valve box over it (available at any home improvement center) for ease of use in the future. Customers may call 972-216-6278 for water cut-off and reconnect at the city meter box. During normal working hours Utilities personnel can often make a cut-off or reconnect within one hour of notification. During off hours this will take longer than during normal operating hours.

  • The City’s 2023-2024 fiscal year tax rate is  $0.69000 per $100 assessed valuation. Article V, Section 2 of the Mesquite City Charter states it is the responsibility of the City Council to set the tax rate. To calculate your City tax bill you must divide the taxable assessed valuation of your home by $100, and then multiply that figure by  $0.69000. For example, John and Jane Citizen own a $200,000 home. Their city property tax is calculated as follows:

    • Divided by $100 = $2,000
    • Multiplied by  $0.69000 = $1,380.00

Generally, all cities in Texas can collect a 1% sales tax on taxable sales within their jurisdictional limits. To increase this percentage; however, a local election must be held authorizing an increase in the sales tax percentage.
     
    The City of Mesquite has increased its sales tax percentage twice. In fiscal year 1992-93, citizens voted to increase the sales tax rate from 1.0% to 1.5%. There was a corresponding reduction in the property tax rate to offset the increased sales tax revenues.
     
    In fiscal year 1998-99, the citizens again voted to increase the sales tax percentage by an additional 0.5%, bringing the local sales tax option to 2.0%, the maximum percentage allowed cities under current state law. Revenue generated from this additional ½ cent must be used for Transportation Improvements, Public Safety Improvements, Public Parks and Recreation Improvements. This sales tax revenue is administered by the Mesquite Quality of Life Corporation after approval by the Mesquite City Council.
     
     The State of Texas is responsible for determining its sales tax percentage.

The customer’s meter size determines the amount of the minimum bill (most residential water meters are 0.625 inches). The minimum bill includes the first 1,000 gallons of water usage. Consumption in excess of 1,000 gallons is billed using a tiered rate and depends on the gallons used.

Large brush is collected Monday – Friday, once weekly. Large brush items are picked up at front curbs. Please do not block sidewalks with your debris.

  • All yard waste in Mesquite is collected at the Municipal Composting Facility and broken down organically through a method called composting. The finished materials are compost and mulch which can be used for gardening and other landscape purposes. The Composting Facility is located at 3550 Lawson Rd., south of Cartwright Rd. The facility is open daily (Monday, Tuesday, Thursday, Friday, Saturday) from 9 a.m. - 4 p.m., except Wednesdays, Sundays and holidays.

  • Place your green recycling bin(s) or blue recycling bag(s) next to where you normally set your trash. To determine which days your trash and recycling will be picked up, refer to the Lookup Garbage and Recycling Days section on the City website. There is no need to separate items. All recyclables may be placed together in the same bin or blue bag. It is not necessary to rinse or remove labels from jars or cans. However, remove all liquid from containers to prevent contamination. Glass may not be placed in a blue bag, only in a recycling bin. On rainy days, protect your bin from getting wet or simply save it for the next collection day.

    When you look at your account in WaterSmart, if you see water being used 24 hours/day, there is a strong possibility that you have a toilet, faucet, or other fixture running or that you have a leak somewhere on your property. You can easily check for leaking toilets using dye packs or food coloring. If using dye packs, follow instructions on the packaging. If using food coloring, drop 5-6 dark-colored food coloring drops into the toilet tank. Wait 30 minutes and check the water in the toilet bowl. If you see the dye or food coloring in the toilet bowl water, the flapper valve is leaking. If you find that you have a leak, you can submit a leak adjustment request after the leak has been repaired.

    Is there an irrigation system on the property? Regular spikes in usage of approximately the same amount and during the same hours of the day may be attributable to irrigation systems. Double check your system to be sure you are not watering more often than you planned. WaterSmart can help you understand how much water is being used during each irrigation cycle.

  • The City of Mesquite began the Advanced Metering Infrastructure (AMI) meter replacement project in the fall of 2021, and the project was completed in summer 2024. With this upgrade to our infrastructure, AMI meters automatically transmit hourly readings that are compiled for billing once per month. The vast majority of meters throughout the City are read this way, significantly reducing the amount of labor required to read meters each month.

    The City’s Utilities staff manually read any meters that are not responding to the electronic reading system. When reading manual meters, the meter readers walk to each meter, lift the lid, take the reading, and enter the number into a handheld processor.

So, if a customer receives a leak adjustment in July, for example, they will not be eligible for another leak adjustment until July of the following year. If you need to update the account holder(s) on your water account, you must provide proper documentation (a current lease, settlement statement, or deed) and a valid government-issued ID for each individual to be named on the account.

This is generally caused by the aerator screen becoming blocked with the natural minerals found in the water. Removing, cleaning, and/or replacing the aerator should alleviate the problem.

    Some older homes may still have corroded galvanized pipes (smaller opening), which over time will cause a reduction of flow and pressure. If there is low pressure throughout the residence, contact the City’s Utilities Division at 972-216-6278 to have your pressure and flow tested at the meter location by a technician.

  • Beginning May 6, 2024, we’re changing our in-person hours and the way we process cash payments.

    Customers who pay their monthly utility bills in person should be aware that our in-person hours are changing. Starting May 6, 2024, you can reach our representatives by phone or visit us in person from 10 a.m. - 5 p.m. each day, Monday through Friday. As before, the Utility Billing Office is closed in observance of all national holidays. Find a list of upcoming closures.

    Customers who pay their monthly utility bills in cash at the Utility Billing office should also be aware of a change to our cash handling policy. Beginning May 6, 2024, the Utility Billing Office will no longer provide change in amounts less than $1.00. Any additional amount of change owed to the customer will be automatically applied to the next month’s bill as a credit.

  • The Utility Billing Office welcomes our customers to call or visit us with billing questions or to make a payment on their account. We may serve hundreds of customers by phone or in person during a typical day. 

    In addition to these phone and in-person interactions, the Utility Billing Office is responsible for processing a growing number of applications to begin or disconnect service, requests for new meters, leak adjustment requests, and other requests. The majority of these applications and requests come to us via our online forms. Adjusting our in-person hours will allow the Utility Billing Office staff dedicated time each day to handle these requests promptly and provide all customers with the best service possible.

  • The City Council approved the move trash pick-up service permanently to the front of some homes early in 2024 because negotiating older, narrow alleyways is causing damage to trash trucks, fences, and ruts in alleyways - all of which are costly to repair. In addition, the Solid Waste staff has experienced many dangerous conditions in alleyways when picking up trash such as hanging branches and limbs from trees, mud, broken trash container brackets and more. These conditions make trash pick-up unsafe and costly. Switching to front driveway pickup in certain neighborhoods will make the alleys safer and cleaner, cause fewer ruts in the alleys and help trash vehicles avoid damage to fences and utilities.
