Planning and Zoning Fees
On September 16, 2019, City Council adopted Ordinance No. 4723 establishing fees for the Fiscal Year 2019-2020 to take effect October 1, 2019. A list of the updated fees for submissions to the Planning and Zoning Division is available here

Application and Submission Calendar for 2021

Online Submissions

Applicants are required to submit through the City's online permit and plan management system known as the Citizen Self Service (CSS). The CSS portal will allow applicants to: submit permit and plan applications for Planning and Zoning, Building Inspection, Fire Inspection and Engineering review; pay fees for a variety of development services; access electronic plan reviews by the City; request inspections online; access online applications for professional licenses (formally known as Contractor Registration) and more. Users can access CSSl at energov.cityofmesquite.com. 

On January 7, 2020, the City upgraded the Citizen's Access Portal (CAP) to the Citizen's Self Service (CSS). Directions on using CSS are available below. 


Services & Responsibilities

The Planning & Zoning Division assists policy makers, property owners, developers and citizens in regard to growth and new development, stabilizing and conserving existing development and preserving the city's historic heritage.

Planning and Zoning provides current and long-range planning services including: 

  • Administration of subdivision and zoning regulations
  • Preparation, updating and implementation of comprehensive and policy planning
  • Preparation and analysis of related housing, land use, and demographic information
  • Staff support to the City Council, Planning and Zoning Commission and the Board of Adjustment

Before buying or leasing any property, the Planning & Zoning Division recommends you first take a look at the City of Mesquite zoning map to verify your proposed use against the property's zoning classification. Click on the link below and type in the property address.  A dialogue box will appear showing property information, including the zoning classification.  We recommend that you contact the Planning and Zoning Division to confirm site conditions.
