Neighborhood Plans
The City recognizes that its older neighborhoods pose unique challenges as they continue to age and evolve. In 2004 the City Council commissioned a Residential Building Condition Survey that, in conjunction with the Federal Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Program, prioritized four neighborhoods for focused improvement efforts.
These efforts were followed by a series of neighborhood meetings and resident collaboration where by citizens guided Staff in developing four corresponding neighborhood plans. These plans are responsible for a number of neighborhood-wide improvements, including everything from sidewalks and drainage upgrades to economic development strategies.

Neighborhood Information
The Truman Heights Neighborhood is located in the north central part of Mesquite. Its boundaries are: U.S. Highway 80 (north), North Galloway Avenue (southwest), and Hillcrest Street (southeast). Please see the target neighborhood map, above, for further location reference.A number of improvements have been completed within the Truman Heights Neighborhood:
- Water and Drainage upgrades on both Hillview Drive and Stephenson Drive
- Addition of sidewalks, curb, and gutter
- Addition of landscaping and lighting amenities
- Addition of a neighborhood pocket park
- Dedicated building and environmental code enforcement resources
- Home improvement opportunities, such as the Benjamin Moore Paint Program
Ongoing attention is being given to:
- Economic Development
- Improvements to North Galloway Avenue
- Historic preservation

The Casa View Heights Neighborhood is located in northern Mesquite. Its boundaries are: La Prada Drive (north), Sherwood Drive (west), Oates Drive (south), and Gus Thomasson Road (east). Its boundaries are: Scyene Road (north), South Sam Houston Road (west), West Bruton Road (south), and Peachtree Road (east). - Sidewalk and alley improvements
- Street repairs
- Dedicated building and environmental code enforcement resources
- New overlay district created to maintain and preserve the distinct character of the residential core & accommodate a limited mix of neighborhood-oriented commercial uses along Scyene Road that compliment the residential core.
