DALLAS – Beginning Thursday, April 22, individuals over the age of 16 can receive a COVID-19 vaccination without an appointment between 11 a.m. and 4 p.m., Monday – Saturday at Parkland Health & Hospital System’s drive-through location at Dallas College-Eastfield Campus, 3737 Motley Dr., Mesquite, 75150. Minors must be accompanied by an adult.

Dallas College-Eastfield Campus is open to those with an appointment from 7:30 a.m. to 4 p.m., Monday – Saturday. The location is closed on Sundays.

Individuals can also go to Parkland’s Ellis Davis Field House vaccine site to receive their COVID-19 vaccination without an appointment between 11 a.m. and 4 p.m., Monday – Saturday.

Dallas County Health and Human Services Launches COVID-19 Vaccination Scheduler

DALLAS – Dallas County residents can now schedule a same-day or next-day appointment for their first dose of a COVID-19 vaccine at the Fair Park Community Vaccination Center through the Dallas County website. Dallas County Health and Human Services (DCHHS) has transitioned from the registration waitlist to a vaccination scheduler now that vaccine supply has increased and the waitlist has been depleted. Additionally, residents who are 55 and older may receive a COVID-19 vaccination at Fair Park without an appointment or pre-registering on the website by going to Gate 10 or Gate 2 with a photo ID during operating hours.

Dallas County Judge Clay Jenkins said, “There is plenty of vaccine. What’s stopping you from getting yours this week?”

Individuals may also call 1-888-IMMUNE9 (855-466-8639) for an appointment. If individuals have previously registered on the DCHHS waitlist but have not yet been contacted, it is possible information was incorrectly captured and they should re-register for a same-day or next-day appointment. Dallas County is currently administering both the Moderna and Pfizer vaccines at Fair Park but on separate days. Status Update on Fair Park Vaccine Operations: DALLAS – According to the National Weather Service, we will continue to experience below freezing temperatures through the remainder of the week. As a result, Fair Park vaccine operations will remained closed through Saturday, February 20. We are continuing to monitor the weather and are balancing the need to keep everyone safe against the urgency of timely administering the second doses of the vaccine. As soon as we can safely open again, we will.

We will have sufficient supply of the vaccine to ensure all those who received their first dose of the vaccine at Fair Park can receive their second dose. When we reopen, only those needing second doses will be seen until we catch up, and we will start with those who are most delayed in their second dose. Please be patient as there are many who need their second dose and we must space out individuals to ensure timely and safe delivery.

The CDC guidance is that second doses of the vaccine may be administered up to 6 weeks after the first dose. While we plan to accommodate those needing a second dose much sooner than that, please know that the CDC does allow for a 42-day timeframe.

Dallas County Health & Human Services offers Emergency Housing
Assistance Program and Texas Eviction Diversion Program

Mesquite, TX – February 3, 2021 – Dallas County Health & Human Services (DCHHS) is offering assistance to Dallas County residents through the Emergency Housing Assistance Program (EHAP) and Texas Eviction Diversion Program (TEDP). Mesquite residents affected by the economic impacts of the COVID-19 pandemic can now apply for these programs online.

Funded through the CARES Act, EHAP provides short-term rental, mortgage and utility assistance to ow income Dallas county residents living outside of the City of Dallas economically affected by the spread of COVID-19. Residents can receive up to $1,500 per month and the length of assistance should not exceed six months. To be eligible, residents must not currently be receiving housing assistance through another entity. Applications are being processed through a lottery system. Funded through the Texas Department of Housing & Community Affairs, TEDP helps eligible Texas tenants, wo are behind on their rent due to the COVID-19 pandemic and sued for eviction stay in their homes and provides Landlords with an alternative to eviction. If both, the tenant and the landlord agree to participate and meet the TEDP requirements, the TEDP may provide up to six months of rental assistance. Eviction lawsuits will be placed on hold ad diverted to TEDP through a special court process. To be eligible, residents must reside outside the City of Dallas but within Dallas County. AUSTIN - Governor Greg Abbott today held a press conference to provide an update on the state's ongoing efforts to combat COVID-19. During the press conference, the Governor issued Executive Orders expanding occupancy levels for restaurants, retail stores, office buildings, manufacturing facilities, gyms and exercise facilities and classes, museums, and libraries, and re-authorizing elective surgeries for a majority of the state of Texas. The Governor also announced new guidance related to visitations at nursing homes and long-term care facilities across the state.

In addition, the Governor implemented the use of reliable, data driven hospitalization metrics used by doctors and medical experts to help guide the state’s ongoing efforts to contain COVID-19 and expand occupancy for businesses and services. This metric focuses on areas with high hospitalizations — referring to any Trauma Service Area (TSA) that has had seven consecutive days in which the number of COVID-19 hospitalized patients as a percentage of all hospitalized patients exceeds 15%, until such time as the TSA has seven consecutive days in which the number of COVID-19 hospitalized patients as a percentage of all hospitalized patients is 15% or less. A current list of areas with high hospitalizations will be maintained at www.dshs.texas.gov/ga3031.

Using this metric, 19 of the 22 TSAs in Texas qualify to increase occupancy levels to 75% for restaurants, retail stores, office buildings, manufacturing facilities, gyms, exercise facilities and classes, museums, and libraries beginning September 21st. In addition, these 19 TSAs can also resume elective surgeries. Three of the 22 TSAs (S-Victoria, T-Laredo, and V-Lower Rio Grande Valley) must remain at 50% occupancy and continue postponing elective surgeries until the hospitalization metric requirements are met. These three TSAs contain the following counties: Calhoun, DeWitt, Goliad, Jackson, Lavaca, Victoria, Jim Hogg, Webb, Zapata, Cameron, Hidalgo, Starr, and Willacy.

"With the medical advancements we have made and the personal hygiene practices we have adopted, Texans have shown that we can address both the health and safety concerns of COVID-19 while also taking careful, measured steps to restore the livelihoods that Texans depend on," said Governor Abbott. "Achieving both goals requires safe standards that contain COVID-19, emphasize protecting the most vulnerable, and establish clear metrics that the public can depend on. That is why today we have announced expanded occupancy standards for a variety of services. But, Texans should remember that a steady and significant decline in COVID-19 cases is not a sign to let up in our vigilance against the virus. Instead, Texans must continue to heed the guidance of medical experts by wearing a mask, social distancing, and practicing proper sanitation strategies. By maintaining health and safety standards that are proven to mitigate COVID-19, we can continue to slow the spread while opening up the Texas economy."

The Governor announced new visitation guidance for eligible nursing homes, assisted living facilities, intermediate care facilities, home and community-based service providers, and inpatient hospice effective Thursday, September 24th. Under the new rules, residents will be allowed to designate up to two essential family caregivers who will be provided necessary training to allow them to safely go inside a facility for a scheduled visit, including in the resident’s room, to help ensure their loved one’s physical, social, and emotional needs are being met. Designated caregivers will not be required to maintain physical distancing, but only one caregiver can visit a resident at a time.

A long-term care facility resident (or legal representative) can designate the essential caregiver, who can be a family member, friend, or other individual. Facilities are required to train essential caregivers on the proper use of personal protective equipment (PPE) and other infection control measures. Proper PPE must be used at all times during these scheduled visits, and the caregiver must test negative for COVID-19 within the previous 14 days before the initial visit.

For general visitors who are not a designated essential caregiver, these updated emergency rules will allow approved facilities to schedule outdoor no contact visits, open window visits, or indoor visitation with the use of plexiglass safety barriers to prevent the spread of COVID-19. Physical contact between residents and general visitors is not permitted. Facilities also must continue to meet all additional visitation requirements outlined in the emergency rules.

Governor Abbott Takes Executive Action To Contain Spread Of COVID-19
Limits Certain Businesses And Services With Link To Infections

AUSTIN – Governor Greg Abbott today issued an executive order limiting certain businesses and services as part of the state’s effort to contain the spread of COVID-19. This decision comes as the number of people testing positive for COVID-19 and the number of hospitalizations have increased and the positivity rate in Texas increased above 10%, which the Governor previously stated would lead to further preventative action. The targeted, measured directives in the executive order are based on links between certain types of businesses and services and the recent rise in positive cases throughout the state.

The order includes the following:
• All bars and similar establishments that receive more than 51% of their gross receipts from the sale of alcoholic beverages are required to close at 12:00 PM today. These businesses may remain open for delivery and take-out, including for alcoholic beverages, as authorized by the Texas Alcoholic Beverage Commission.
• Restaurants may remain open for dine-in service, but at a capacity not to exceed 50% of total listed indoor occupancy, beginning Monday, June 29, 2020.
• Rafting and tubing businesses must close.
• Outdoor gatherings of 100 or more people must be approved by local governments, with certain exceptions.

“As I said from the start, if the positivity rate rose above 10%, the State of Texas would take further action to mitigate the spread of COVID-19,” said Governor Abbott. “At this time, it is clear that the rise in cases is largely driven by certain types of activities, including Texans congregating in bars. The actions in this executive order are essential to our mission to swiftly contain this virus and protect public health. We want this to be as limited in duration as possible. However, we can only slow the spread if everyone in Texas does their part. Every Texan has a responsibility to themselves and their loved ones to wear a mask, wash their hands, stay six feet apart from others in public, and stay home if they can. I know that our collective action can lead to a reduction in the spread of COVID-19 because we have done it before, and we will do it again.”

Mesquite businesses and customers are required to wear face coverings beginning June 24

Mesquite, TX – June 23, 2020 – The City of Mesquite reminds its community of the Dallas County Commissioner’s Court Order that requires all business employees and customers to wear a face covering while inside a business. The new Order, which is designed to help stop the spread of the COVID-19 disease, goes into effect Wednesday, June 24. Businesses that don’t comply can face a fine of up to $500 per violation. The City is asking its community to call its COVID-19 Hotline at 972-329-8373 to report any violations of the order they witness at businesses located in Mesquite.

City Manager Cliff Keheley said, “The health and safety of the public continues to be our top priority. We will use our code enforcement teams to continue the education of our businesses on the proper signage and practices they must implement to support this new Order. Our goal is to maintain an economic environment that fosters safe shopping and dining for both the business operators and their customers.”

The Dallas County Order, which is in effect until Aug. 4, stipulates that all businesses must have health and safety policies clearly posted at their entrances. Businesses must require all employees to wear a face covering and provide health practices, like temperature checks, that help reduce the possible transmission of the disease. All customers age 10 and up are required to wear a face covering when maintaining a six-foot distance inside a business is not possible. Some exclusions to the Order include government buildings, outdoor exercising, while consuming food or beverages, and businesses that have specific security requirements, like financial institutions. The Centers for Disease Control and Prevention recommends taking everyday preventive actions to help prevent the spread of respiratory diseases, including:
• Stay home when you are sick, except to seek medical care.
• Wash your hands with soap and water for at least 20 seconds and help young children to do the same. If soap and water are not available, use an alcohol-base hand sanitizer with at least 60% alcohol.
• Avoid touching your eyes, nose, and mouth with unwashed hands.
• Avoid close contact with people who are sick.
• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipes.
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you do not have a tissue, use your sleeve, not your hands.

MESQUITE, TEXAS – JUNE 10, 2020 - A COVID-19 drive-thru testing will open on Tuesday, June 16, at the drive-thru pharmacy window of the Walmart Neighborhood Market located 915 N Town East Blvd., Mesquite, TX 75150. The site is supported by Walmart, Quest Diagnostics and state and local officials

and will test adults who meets CDC and state and local guidelines on who should be tested, including first responders, health care providers and others with symptoms of COVID-19. Please note, testing is not available inside Walmart stores.

The testing site will require an appointment through Quest’s MyQuestTM online portal and app, www.MyQuestCOVIDTest.com, which will screen and schedule appointments for those individuals that meet medical eligibility for the testing sites.
Once on site, those being tested will need to wear a mask and stay in their cars for verification of eligibility criteria, ID check and self-administered test. For the safety of all those on-site, the test site is not available to those who walk up.
The site will use a self-administered nasal swab test that will allow those being tested to swab their own nose onsite while in their vehicles, observed by a trained medical volunteer to ensure the sample is taken correctly, and drop the sealed sample into a container on their way out of the drive-thru site.
Quest Diagnostics will handle processing test samples and communicating results to those tested and applicable departments of health.

Mesquite, TX – June 3, 2020 – The Dallas County Community College District (DCCCD) has developed two new courses to streamline the process of reopening after the COVID-19 pandemic. Together with its training partner, 180 Skills, DCCCD developed the COVID-19: Returning to Work course for employees and the COVID-19: Employer Workplace Guidance course for employers. Both new courses by DCCCD are designed to help employees and employers return to work safely. The first course is for employees and focuses on just that. The second course will help employers understand the OSHA and CDC guidelines for preparing the workplace and how to maintain the workplace in the current COVID-19 outbreak.

Each course lasts approximately 20 minutes and includes an exam at the end where the student may be awarded a certificate.

Governor Abbott, CVS Health Announce 44 New COVID-19 Drive-Thru Test Sites In Texas
AUSTIN - Governor Greg Abbott today announced that CVS Health will open 44 new COVID-19 test sites at select CVS Pharmacy drive-thru locations across Texas. These new sites will utilize self-swab tests and will be available to individuals who meet the Centers for Disease Control and Prevention criteria, in addition to age guidelines. Patients must register in advance at CVS.com beginning Friday, May 22 to schedule an appointment.

"Texas continues to rapidly ramp up COVID-19 testing in our communities, and these new drive-thru testing sites provided by CVS Health will further expand access to these tests throughout the state," said Governor Abbott. "I thank CVS Health for establishing these drive-thru testing sites here in the Lone Star State. We are committed to working with our health partners in the public and private sectors to expand our testing capabilities, protect public health, and mitigate the spread of COVID-19."

"While the large-scale test sites we’ve been operating since early April have proven successful, this new approach allows us to utilize our presence in communities across the country and bring testing closer to home," said Larry J. Patients will be required to stay in their cars and directed to the pharmacy drive-thru window where they will be provided with a test kit and given instructions. Tests will be sent to an independent, third-party lab for processing and the results will be available in approximately three days.

Governor Abbott Announces Phase Two To Open Texas

Governor Greg Abbott today announced the second phase of the State of Texas’ ongoing plan to safely and strategically open Texas while minimizing the spread of COVID-19. Under Phase II, restaurants may increase their occupancy to 50% and additional services and activities that remained closed under Phase I may open with restricted occupancy levels and minimum standard health protocols laid out by the Texas Department of State Health Services (DSHS).

Additionally, the Governor announced that public schools in Texas have the option to provide in-person summer school so long as they follow social distancing practices and health protocols laid out by DSHS. These classes may begin as soon as June 1st.

"Today, tomorrow, and every day going forward is one step closer to medical discoveries that can treat and protect people from COVID-19—but until that day comes, our focus is keeping Texans safe while restoring their ability to get back to work, open their businesses, pay their bills, and put food on their tables," said Governor Abbott. "By continuing to use safe practices, we are slowing the spread of COVID-19 and protecting our most vulnerable. Now more than ever, we need to work together as one Texas. All sporting and camp activities are required to adhere by special safety standards, and minimum standard health protocols have been established for all newly-announced opened services and activities. Businesses located in office buildings may also open but must limit their occupancy to the greater of 10 employees or 25% of their workforce.

Additionally, restaurants may expand their occupancy to 50% beginning May 22. Bars—including wine tasting rooms, craft breweries, and similar businesses—may open at 25% occupancy but like restaurants, these occupancy limits do not apply to outdoor areas that maintain safe distancing among parties.

Certain counties experiencing surges in COVID-19 cases will have their beginning date of Phase II delayed until May 29. These counties include El Paso, Randall, Potter, Moore, and Deaf Smith. Surge Response Teams are actively working in these areas to increase testing, maintain hospital capacity, and ensure that COVID-19 is contained and mitigated.

Mesquite Public Library System announces new Library To Go program

Mesquite, TX – May 12, 2020 – The Mesquite Public Library System has launched its new program called “Library To Go” to make library books, videos and audiobooks accessible to the public due to the COVID-19 pandemic. The new curbside service is available to current library card holders at the Main Library, 300 W. Grubb Drive, Monday - Thursday from 11 a.m. - 7 p.m. and Friday - Saturday from 11 a.m. - 5 p.m. Cardholders can reserve materials at www.cityofmesquite.com/LibraryOnlineCatalog and pick-up materials within 48 hours. The public may call the library at 972-216-6220 for more information on the program.

Virginia Mundt, Director of Library Services, said, “Both libraries currently remain closed through June 1, however this new Library To Go program will allow us to provide a new level of customer service to our loyal library cardholders. Within 48 hours, our staff will contact the customer and be at the front door of the Main Library with the materials that were reserved.”

Requests are limited to no more than 10 books, two audiobooks and two movies per library card holder. A library card is required to use the Library To Go program. Mesquite residents who do not currently have a library card can contact the library at 972-216-6220.

Residents may register for an e-card at www.cityofmesquite.com/eLibrary and gain online access to a virtual library. It includes eBooks, eAudiobooks, eMagazines, databases and other electronic resources provided by the Mesquite Public Library System.

Mesquite announces plans to address Governor Abbott’s Open Texas plan

Mesquite, TX – April 28, 2020 – The City of Mesquite announced steps it will take to monitor local businesses and enforce the details outlined by Texas Governor Greg Abbott to re-open specific businesses beginning May 1. Mesquite businesses will be expected to display occupancy limit signage in accordance with Executive Order limiting 25% occupancy in non-essential retail stores and restaurants. City staff will monitor businesses and address activities not in compliance with the rules to reopen. Residents wishing to report a business not incompliance with the order should contact the manager of the store and then call 911 to report the business to the City. Residents and businesses are encouraged to wear cloth face coverings (over the nose and mouth) and practice social distancing. Avoiding crowds and limiting physical contact are also efforts people should take to avoid spreading the virus.

Phase One of the Governor’s plan also re-opens museums and libraries under certain criteria. The City plans to keep its two libraries closed and limit use of park amenities at this time. Exercise in open space and on walking trails in parks remains open. City special events will remain canceled until further notice. The City continues to address summer camps and other recreational programs in May.

The City anticipates additional changes to these guidelines when the Governor announces plans for Phase 2 in mid-May.

Mayor Bruce Archer said, “This is great news for our businesses and the community. But it also comes with great responsibility for each business operator to follow the rules and every member of our community to continue social distancing behaviors. Residents and employees of these businesses are strongly encouraged to wear masks whenever you are in a store or in close contact with other people. This is not a time to let down our guard. If you notice an issue with a store, speak to the manager immediately.”

Today, per Office of the Governor Greg Abbott's executive order, retail businesses can reopen for retail-to-go, delivery, or mail. Customers may not enter these retail businesses.

Dallas County Reports 64 Additional Positive 2019 Novel Coronavirus (COVID-19) Cases
DALLAS -- As of 10:00 am March 27, 2020, DCHHS is reporting 64 additional positive cases of 2019 novel coronavirus (COVID-19), bringing the total case count in Dallas County to 367. Seven deaths have been reported to date. Hospitalizations from COVID-19 are increasing, with
36% of all hospitalized patients requiring admission to intensive care units. Of cases requiring hospitalization to date, about two-thirds (65%) have been either over 60 years of age or have had at least one known high-risk chronic health condition.

Most employees who work within the City of Dallas have a right to paid sick leave. Employees of private businesses and nonprofits with six or more employees in Dallas can use their paid sick leave when they are sick or to care for sick family members.

The Centers for Disease Control and Prevention (CDC) recommends taking everyday preventive actions to help prevent the spread of respiratory diseases, including:

Vehicle access into City parks closed

Mesquite, TX – March 26, 2020 – The City of Mesquite is closing parking lots at City parks to help promote social distancing.

The spring weather has been too beautiful to waste, and City parks will remain open to pedestrian access so residents can enjoy the open space areas and walking trails. However, to discourage gatherings in parking lots, at shelters or on playgrounds, vehicle access into our parks has been discontinued.

Outdoor exercise is encouraged while practicing social distancing requirements set by Dallas and Kaufman Counties, which asks people to keep six feet of distance between them while walking, biking, hiking or running.

Mesquite, TX - March 23, 2020 – Today at 5:25 p.m., City of Mesquite Mayor Bruce Archer issued a Declaration of Local State of Disaster For Public Health Emergency. The document provides provisions and authorities for a variety of emergency operational decisions and services in response to the coronavirus pandemic. Mayor Archer said, “The timing in executing this action was critical. We have taken a measured approach to this point in all our decisions regarding city services and programs. Dallas County Reports 24 Additional Positive 2019 Novel Coronavirus (COVID-19) Cases
DALLAS -- As of 10:00 am March 23, 2020, Dallas County Health and Human Services (DCHHS) is reporting 24 additional positive cases of 2019 novel coronavirus (COVID-19), bringing to the total case count in Dallas County to 155.

The third and fourth deaths from COVID-19 are being reported:

A man in his 60’s who was a resident of the city of Dallas. This individual had been critically ill in an area hospital, and did not have other high-risk chronic health conditions.
Another man in his 60’s who was a resident of the city of Dallas. This individual had also been critically ill in an area hospital, and had high-risk chronic health conditions.
New cases are being reported as a daily aggregate, with a more detailed summary report updated Tuesdays and Fridays. Dallas County will not release further information to protect their privacy.

WHEREAS, pursuant to Texas Government Code Section 418.108, Dallas County Judge Clay Jenkins issued a Declaration of Local Disaster for Public Health Emergency on March 12, 2020, due to a novel coronavirus now designated SARS-CoV2 which causes the disease COVID-19; and,

WHEREAS, on March 12, 2020, Judge Jenkins issued an Order in furtherance of his authority to protect the safety and welfare of the public by slowing the spread of the virus; and,

WHEREAS, the on-going evaluation of circumstances related to the virus and the updated recommendations of the Centers for Disease Control and the Texas Department of State Health Services warrant the March 12, 2020 Order of County Judge Clay Jenkins be amended;

WHEREAS, on March 16, 2020, President Trump acknowledged the gravity of the COVID-19 pandemic, releasing strict new guidelines to limit people’s interactions, including that Americans should avoid groups of more than 10 people;

WHEREAS, on March 19, 2020, the Dallas County Commissioners Court issued an Order of Continuance of Declaration of Local Disaster for Public Health Emergency that affirmed the activation of the Dallas County Emergency Management Plan and extends the Declaration of Local Disaster until 11:59 p.m. on April 3, 2020, unless rescinded by order of the Commissioners Court.

THEREFORE, the March 12, 2020, Order of County Judge Clay Jenkins is hereby AMENDED as follows:

Summary: The virus that causes 2019 Coronavirus Disease (COVID-19) is easily transmitted through person to person contact, especially in group settings, and it is essential that the spread of the virus be slowed to protect the ability of public and private health care providers to handle the influx of new patients and safeguard public health and safety. Because of the risk of the rapid spread of the virus, and the need to protect the most vulnerable members of the community, this Order requires all individuals anywhere in Dallas County to shelter in place – that is, stay at home– except for certain essential activities and work to provide essential business and government services or perform essential public infrastructure construction, including housing. This Order takes effect at 11:59 p.m. on March 23, 2020 and will continue through 11:59 p.m. on April 3, 2020, subject to the limited exceptions and under the terms and conditions more particularly set forth below.

UNDER THE AUTHORITY OF TEXAS GOVERNMENT CODE SECTION 418.108, DALLAS COUNTY JUDGE CLAY JENKINS ORDERS:

Effective as of 11:59 p.m. on March 23, 2020, and continuing until 11:59 p.m. on April 3, 2020:
All individuals currently living within Dallas County are ordered to shelter at their place of residence. For the purposes of this Order, residences include hotels, motels, shared rentals, and similar facilities. To the extent individuals are using shared or outdoor spaces, they must at all times as reasonably as possible maintain social distancing of at least six feet from any other person when they are outside their residence. All persons may leave their residences only for Essential Activities, or to provide or perform Essential Governmental Functions, or to operate Essential Businesses, all as defined in Section 2.
All businesses operating within Dallas County, except Essential Businesses as defined in below in Section 2, are required to cease all activities at facilities located within the County. For clarity, businesses may continue operations consisting exclusively of employees or contractors performing activities at their own residences (i.e. working from home). To the greatest extent possible, all Essential Businesses shall comply with the Social Distancing Guidelines attached, including maintaining six foot social distancing for both employees and the general public.
All public or private gatherings of any number of people occurring outside a single household or living unit are prohibited, except as otherwise provided herein. Nothing in this Order prohibits the gathering of members of a household or living unit.
Restaurants with or without drive-in or drive-through services and microbreweries, micro-distilleries, or wineries may only provide take out, delivery, or drive-through services as allowed by law.
Religious and worship services may only be provided by video and teleconference. Religious institutions must limit in-person staff to ten (10) people or less when preparing for or conducting video or teleconference services, and all individuals must follow the Social Distancing Guidelines including the six foot social distancing.
All elective medical, surgical, and dental procedures are prohibited anywhere in Dallas County. Hospitals, ambulatory surgery centers, dental offices, and other medical facilities are directed to identify procedures that are deemed "elective" by assessing which procedures can be postponed or cancelled based on patient risk considering the emergency need for redirection of resources to COVID-19 response.
Definitions:
For purposes of this Order, individuals may leave their residence only to perform any of the following “Essential Activities”:
To engage in activities or perform tasks essential to their health and safety, or to the health and safety of their family or household members (for example, obtaining medical supplies or medication, visiting a health care professional, or obtaining supplies need to work from home).
To obtain necessary services or supplies for themselves and their family or household members, or to deliver those services or supplies to others (for example, food, pet supply, and any other household consumer products, and products necessary to maintain the safety, sanitation, and essential operation of residences.
To engage in outdoor activity, provided the individuals comply with social distancing requirements of six feet (for example, walking, biking, hiking, or running).
To perform work providing essential products and services at an Essential Business or to otherwise carry out activities specifically permitted in this Order.
To care for a family member or pet in another household.
For purposes of this Order, “Essential Businesses” means:
Essential Healthcare Operations. Healthcare operations, including hospitals, clinics, dentists, pharmacies, pharmaceutical and biotechnology companies, other healthcare facilities, healthcare suppliers, mental health providers, substance abuse service providers, blood banks, medical research, laboratory services, or any related and/or ancillary healthcare services. Home-based and residential-based care for seniors, adults, or children are also considered healthcare operations. Healthcare operations also includes veterinary care and all health and welfare services provided to animals. This exemption shall be viewed broadly to avoid any impacts to the delivery of healthcare. Healthcare operations do not include fitness and exercise gyms and similar facilities. Healthcare operations do not include elective medical, surgical, and dental procedures as established in accordance with Subsection 1(g) of this Order.
Essential Government Functions. All services provided by local governments needed to ensure the continuing operation of the government agencies to provide for the health, safety and welfare of the public. Further, nothing in this order shall prohibit any individual from performing or accessing “Essential Government Functions.” All Essential Government Functions shall be performed in compliance with social distancing requirements of six feet, to the extent possible.
Essential Critical Infrastructure. Work necessary to the operations and maintenance of the 16 critical infrastructure sectors as identified by the National Cybersecurity and Infrastructure Agency (CISA) including public works construction, residential and commercial construction, airport operations, water, sewer, gas, electrical, oil refining, roads and highways, public transportation, solid waste collection and removal, internet, and telecommunications systems (including the provision of essential global, national, and local infrastructure for computing services, business infrastructure, communications, and web-based services), financial institutions, defense and national security-related operations, essential manufacturing operations provided that they carry out those services or that work in compliance with social distancing requirements of six feet, to the extent possible. Essential Businesses providing essential infrastructure should implement screening precautions to protect employees and all activity shall be performed in compliance with social distancing guidelines attached.
Essential Retail. Food service providers, including grocery stores, warehouse stores, big-box stores, bodegas, liquor stores, gas stations and convenience stores, farmers’ markets that sell food products and household staples. Food cultivation, including farming, fishing, and livestock. Businesses that ship or deliver groceries, food, goods or services directly to residences. Restaurants and other facilities that prepare and serve food, but only for delivery or carry out. Schools and other entities that typically provide free services to students or members of the public on a pick-up and take-away basis only. The restriction of delivery or carry out does not apply to cafes and restaurants located within hospital and medical facilities. Laundromats, dry cleaners, and laundry service providers. Gas stations, auto-supply, auto and bicycle repair, hardware stores, and related facilities. Businesses that supply products needed for people to work from home.
Providers of Basic Necessities to Economically Disadvantaged Populations. Businesses that provide food, shelter, and social services, and other necessities of life for economically disadvantaged or otherwise needy individuals.
Essential Services Necessary to Maintain Essential Operations of Residences or Other Essential Businesses. Trash and recycling collection, processing and disposal, mail and shipping services, building cleaning and maintenance, warehouse/distribution and fulfillment, storage for essential businesses, funeral homes, crematoriums and cemeteries. Plumbers, electricians, exterminators, and other service providers who provide services that are necessary to maintaining the safety, sanitation, and essential operations of residences and Essential Businesses. Professional services, such as legal or accounting services, when necessary to assist in compliance with legally mandated activities. Businesses that supply other essential businesses with the support of supplies needed to operate.
News Media. Newspapers, television, radio, and other media services.
Childcare Services. Childcare facilities providing services that enable employees exempted in this Order to work as permitted.
Any manufacturer who retools so that a substantial part of their business is for the purpose of manufacturing and producing ventilators may apply for an “essential business” exemption under this Order.
Grocery stores, supermarkets, warehouse stores, hospitals, and medical facilities are experiencing high levels of demand for a large number of products, requiring more deliveries from manufacturers and distribution centers to serve their customers. A number of Texas cities and local associations have implemented restrictions on delivery hours to stores to mitigate truck noise and traffic. Due to the need to deliver products as quickly and efficiently as possible during this critical timeframe, this Order hereby suspends all delivery hour restrictions for transport to or from any entity involved in the selling or distribution of food products, medicine, or medical supplies in Dallas County for the next 60 days.

Due to the public health emergency, the Office of the Dallas County Judge hereby advises the Dallas County Justices of the Peace to suspend eviction hearings and writs of possession for at least the next 60 days to prevent renters from being displaced.
If someone in a household has tested positive for coronavirus, the household is ordered to isolate at home. Members of the household cannot go to work, school, or any other community function.
Nursing homes, retirement, and long-term care facilities are instructed by this order to prohibit non-essential visitors from accessing their facilities unless to provide critical assistance or for end-of-life visitation.
Public and private schools and institutions of higher education are instructed by this order to provide a safety plan to Dallas County Office of Homeland Security and Emergency Management 72 hours before students return to a classroom settings.
Additionally, the Office of the Dallas County Judge and the Health Authority instructs all employees to remain at home if sick. Employees of private businesses and nonprofits with six or more employees in the City of Dallas can use their paid sick leave when they are sick or to care for sick family members.
This Order shall be effective until 11:59 p.m. on April 3, 2020, or until it is either rescinded, superseded, or amended pursuant to applicable law.
The County of Dallas must promptly provide copies of this Order by posting on the Dallas County Health and Human Services website. In addition, the owner, manager, or operator of any facility that is likely to be impacted by this Order is strongly encouraged to post a copy of this Order onsite and to provide a copy to any member of the public asking for a copy. If any subsection, sentence, clause, phrase, or word of this Order or any application of it to any person, structure, gathering, or circumstance is held to be invalid or unconstitutional by a decision of a court of competent jurisdiction, then such decision will not affect the validity of the remaining portions or applications of this Order.

1) Vulnerable Populations: Limit Outings

Vulnerable populations include people who are:
60 years old and older.
People with certain health conditions such as heart disease, lung disease, diabetes, kidney disease and weakened immune systems.
For vulnerable populations, don’t go to gatherings unless it is essential. Stay home. Avoid people who are sick.
2) Workplace and Businesses: Minimize Exposure

Suspend nonessential employee travel.
Ensure employees practice social distancing and do not work within six feet of one another.
Urge essential employees to stay home when they are sick and maximize flexibility in sick leave benefits.
Do not require a doctor’s note for employees who are sick.
Maximize telecommuting options.
Persons who need to be at work to provide essential services of great benefit to the community must take steps in their workplace to minimize risk.
3) Cancel Non-essential Events

Cancel non-essential events.
Do not attend any events or gatherings if sick.
For events that aren’t cancelled, we recommend:
Having hand washing capabilities, hand sanitizers and tissues available.
Frequently cleaning high touch surface areas like counter tops and hand rails.

4) Schools: Safety First

Do not have your child attend school if sick.
If you have a child with chronic health conditions, consult the child’s doctor about school attendance.
Schools should equip all classrooms with hand sanitizers and tissues.
Recommend rescheduling or cancelling events that are not essential.
Explore remote teaching and online options to continue learning.
Schools should develop a plan for citywide school closures, and families should prepare for further closures.
5) Transit: Cleaning and Protection

Increase cleaning of vehicles and high touch surface areas.
Provide hand washing/hand sanitizers and tissues in stations and on vehicles.
Ensure social distancing practices are implemented to the full extent possible.
6) Health Care Settings: Avoid as possible, protect the vulnerable

Long-term care facilities should have a COVID-19 plan in accordance with CDC or state guidelines.
Long-term care facilities should restrict all visitation except for certain compassionate care situations, such as end of life situations.
The general public should avoid going to medical settings such as hospitals, nursing homes and long-term care facilities, even if you are not ill.
If you are ill, call your health care provider ahead of time, and you may be able to be served by phone.
Do not visit emergency rooms unless it is essential.
Follow guidance and directions of all facilities.
7) Everyone: Do your part

The best way for all Dallas County residents to reduce their risk of getting sick, as with seasonal colds or the flu, still applies to prevent COVID-19:

Wash hands with soap and water for at least 20 seconds.
Cough or sneeze into your elbow or a tissue. Throw the tissue in the trash.
Stay home if you are sick.
Avoid touching your face.
Try alternatives to shaking hands, like an elbow bump or wave.
If you have recently returned from a country, state or region with ongoing COVID-19 infections, monitor your health and follow the instructions of public health officials and CDC guidance.
There is no recommendation to wear masks at this time to prevent yourself from getting sick.
You can also prepare for the disruption caused by an outbreak. Preparedness actions include:

Prepare to work from home if that is possible for your job, and your employer.
Make sure you have a supply of all essential medications for your family.
Prepare a child care plan if you or a caregiver are sick.
Make arrangements about how your family will manage school closures.
Plan for how you can care for a sick family member without getting sick yourself.
Take care of each other and check in by phone with friends, family and neighbors that are vulnerable to serious illness or death if they get COVID-19.
Keep common spaces clean to help maintain a healthy environment for you and others.
Frequently touched surfaces should be cleaned regularly with disinfecting sprays, wipes or common household cleaning products.

WHEREAS, pursuant to Texas Government Code Section 418.108, Dallas County Judge Clay Jenkins issued a Declaration of Local Disaster for Public Health Emergency on March 12, 2020, due to a novel coronavirus now designated SARS-CoV2 which causes the disease COVID-19; and,

WHEREAS, on March 12, 2020, Judge Jenkins issued an Order in furtherance of his authority to protect the safety and welfare of the public by slowing the spread of the virus; and,

WHEREAS, the on-going evaluation of circumstances related to the virus and the updated recommendations of the Centers for Disease Control and the Texas Department of State Health Services warrant the March 12, 2020 Order of County Judge Clay Jenkins to be amended;

WHEREAS, on March 16, 2020, President Trump acknowledged the gravity of the COVID-19 pandemic, releasing strict new guidelines to limit people’s interactions, including that Americans should avoid groups of more than 10 people;

WHEREAS, on March 19, 2020, the Dallas County Commissioners Court issued an Order of Continuance of Declaration of Local Disaster for Public Health Emergency that affirmed the activation of the Dallas County Emergency Management Plan and extends the Declaration of Local Disaster until 11:59 p.m. on April 3, 2020, unless rescinded by order of the Commissioners Court.

THEREFORE, the March 12, 2020, Order of County Judge Clay Jenkins is hereby AMENDED as follows:

Summary: The virus that causes 2019 Coronavirus Disease (COVID-19) is easily transmitted through person to person contact, especially in group settings, and it is essential that the spread of the virus be slowed to protect the ability of public and private health care providers to handle the influx of new patients and safeguard public health and safety. Because of the risk of the rapid spread of the virus, and the need to protect the most vulnerable members of the community, this Order prohibits community gatherings, as defined by Section 3 herein, of 50 persons or more anywhere in Dallas County beginning at 10:00 a.m. on March 20, 2020, and continuing through

11:59 p.m. on April 3, 2020. Additionally, this Order prohibits social gatherings, as defined by Section 3 herein, of 10 persons or more anywhere in Dallas County beginning at 10:00 a.m. on March 20, 2020, and continuing through 11:59 p.m. on April 3, 2020. For gatherings of less than

10 persons, the Office of the Dallas County Judge and the Health Authority strongly recommends following the social distancing protocols attached to this Order. Additionally, the Office of the Dallas County Judge and the Health Authority urges in the strongest terms possible all high-risk individuals, as defined by the Centers for Disease Control and Prevention (CDC), cancel, reschedule, or not attend any event.

UNDER THE AUTHORITY OF TEXAS GOVERNMENT CODE

Effective as of 11:59 p.m. on March 21, 2020, and continuing until 11:59 p.m. on April 3, 2020:
Public or private Recreational Gatherings and Community Gatherings (as defined in Section 3 below) are prohibited anywhere in Dallas County.
Restaurants with or without drive-in or drive-through services and microbreweries, micro-distilleries, or wineries may only provide take out, delivery, or drive-through services as allowed by law.
Bars, lounges, taverns, private clubs, arcades, bowling alleys, theaters, gyms, fitness centers, gymnastics studios, and martial arts studios shall close.
Massage parlors, nail salons, hair salons, barber shops, beauty salons, hair removal services, spas, tattoo and piercing parlors, and all other non-medical, personal care services that cannot be provided while maintaining six feet of distance shall close.
Dallas County Tax Offices and passport offices shall close for in-person services.
All elective medical, surgical, and dental procedures are prohibited anywhere in Dallas County. Hospitals, ambulatory surgery centers, dental offices, and other medical facilities are directed to identify procedures that are deemed "elective" by assessing which procedures can be postponed or cancelled based on patient risk considering the emergency need for redirection of resources to COVID-19 response.
In addition, the Office of the Dallas County Judge and the Dallas County Department of Health and Human Services (“Health Authority”) strongly urge high-risk individuals to cancel, reschedule, and not attend all gatherings until further notice. These recommendations are based on the social distancing practices attached to this Order as well as the “Implementation of Mitigation Strategies for Communities with Local COVID-19. Transmission” issued by the United States Centers for Disease Control and Prevention (“CDC”). The Office of the Dallas County Judge and the Health Authority urge people to not attend non-essential gatherings during the duration of this Order in order to help slow down the spread of the COVID-19 virus.
Definitions:
For purposes of this Order, a “Community Gathering” is any indoor or outdoor event or convening, subject to the exceptions and clarifications below, that brings together or is likely to bring together fifty (50) or more persons within six feet of one another for extended periods at the same time in a single room or other single confined or enclosed space, such as an auditorium, theatre, stadium (indoor or outdoor), arena or event center, meeting hall, conference center, large cafeteria. An outdoor “Community Gathering” under this Order is limited to events in confined outdoor spaces, which means an outdoor space that (i) is enclosed by a fence, physical barrier, or other structure and (ii) where people are present and they are within six feet of one another for extended periods. For clarity, community gatherings include, but are not limited to, weddings, religious services, funerals, and other gatherings.
For the purposes of the Order, a “Recreational Gathering” is any indoor or outdoor event or convening that is primarily social or recreational in nature, subject to the exceptions and clarifications below, that brings together or is likely to bring together ten (10) or more persons at the same time in a single room or other single confined or enclosed space. For clarity, social gatherings include, but are not limited to, parties, backyard barbecues, social events, sporting events, and other gatherings. Private facilities, such as county clubs, may still operate their outdoor facilities, such as golf or tennis courts, but must limit indoor activities, such as their card rooms and similar amenities to 10 people or less. To the extent individuals are using shared outdoor spaces, such as public parks or trails, they must maintain at least six feet of space from any other person at all times.
This Order does not prohibit gatherings of people in multiple, separate enclosed spaces in a single building such as school classrooms, residential buildings, or hotels, so long as 50 people are not present in any single space at the same time. This Order also does not prohibit the use of enclosed spaces where 50 or more people may be present at different times during the day, so long as 50 or more people are not present in the space at the same time. For example, residential buildings may continue to operate their common facilities, such as laundry facilities, so long as 50 or more people are not present at the same time. For any gathering covered by this subsection, the Office of the Dallas County Judge and the Health Authority strongly encourage compliance with the attached Recommendations, including social distancing, providing hand sanitizer and tissues, and increasing cleaning of commonly and frequently touched services.
This Order does not apply to the following critical facilities, so long as visitors are generally not within six feet of one another for extended periods.
critical infrastructure, including airport facilities and operations, bus stations, transit, and transit facilities;
government buildings providing essential services;
schools or institutes of higher learning;
banks, financial institutions, and credit unions;
office buildings, so long as employers take all steps reasonably possible to implement social distancing protocols;
grocery stores and pharmacies;
hospitals and medical offices and facilities, including cafes and restaurants located within these facilities; and
Businesses that provide food, shelter, and social services, and other necessities of life for economically disadvantaged or otherwise needy individuals.
For purposes of this Order, “grocery stores” includes warehouse stores, big-box stores, bodegas, gas stations, and farmers’ markets that sell food products and household staples.
In the settings described in Section (3)(d), the Office of the Dallas County Judge and the Dallas County Health Authority strongly encourage compliance with the attached Recommendations, including social distancing, providing hand sanitizer and tissues, and increasing cleaning of commonly and frequently touched services.
Our community’s critical infrastructure, which includes communications, emergency services, energy, transportation systems, and water and wastewater systems, are instructed by this order to continue operating and encouraged to implement screening precautions to protect employees.
Grocery stores, supermarkets, warehouse stores, hospitals, and medical facilities are experiencing high levels of demand for a large number of products, requiring more deliveries from manufacturers and distribution centers to serve their customers. A number of Texas cities and local associations have implemented restrictions on delivery hours to stores to mitigate truck noise and traffic. City of Mesquite updates its services and programs.
March 20, 2020 – In response to the coronavirus pandemic situation, the City of Mesquite will make the following temporary adjustments to its services beginning March 23:
• The March 23 Planning and Zoning Commission Meeting will be held by conference call.
• The April 6 City Council Meeting has been canceled.
• Collection of residential recycling will be discontinued until further notice, and recyclable items will be included in the normal solid waste collection service to maximize staffing and service to all customers.
• Mesquite Animal Shelter will remain open, however will operate with social distancing practices with no more than 10 customers in the facility at any given time.
• Social distancing will be implemented for customer payments in the water utility billing office and tax office at City Hall, as well as with building and rental property inspections.
• Mesquite City Hall, located at 757 N. Galloway Ave., has a drive-through payment box located near the front of the building that will accept payments by cash and check to the city for any type of service and customers can use www.cityofmesquite.com/payments to make online payments.

Governor Abbott Issues Executive Orders In Accordance With Federal Guidelines To Mitigate Spread Of COVID-19 In Texas

AUSTIN - Governor Greg Abbott today announced a series of Executive Orders relating to COVID-19 preparedness and mitigation. The four orders serve to limit public gatherings and help reduce exposure for people across the state. These orders are in accordance with federal guidelines issued by the President and the Centers for Disease Control and Prevention (CDC), and will aid in the state's efforts to stop the spread of COVID-19.

Governor Abbott was joined for the announcement by Texas Department of State Health Services (DSHS) Commissioner John Hellerstedt, MD, Texas Division of Emergency Management (TDEM) Chief Nim Kidd, Lieutenant Governor Dan Patrick, and Speaker Dennis Bonnen.

Commissioner Hellerstedt also announced that he has declared a Public Health Disaster which will give state and local officials additional tools to respond to COVID-19. The Governor's Executive Orders, combined with the Public Health Disaster, provide Texas with enhanced tools and protocols to help state and local partners in their ongoing efforts to respond to, track the progress of, and limit the spread of COVID-19 in Texas.

"The State of Texas is at a pivotal moment in our response to COVID-19, and it is imperative that we act now on preemptive measures to slow the spread of this virus," said Governor Abbott. "One of the most effective ways we can do this is by promoting more social distancing and ensuring Texans avoid large group settings such as bars, restaurants, gyms, and schools where the risk of spreading COVID-19 is high. We must also continue to protect our most vulnerable populations, which is why the State of Texas is barring all visitations at nursing homes and retirement or long-term care facilities except in the case of critical assistance. Today’s executive orders are precautionary measures that are in line with guidelines from the CDC and they will strengthen Texas’ ability to safeguard our communities and respond to COVID-19. As Texans, we must continue to work collaboratively to slow the spread of this virus and protect public health."

The following orders have been issued by Governor Abbott:

• Order No. 1: In accordance with the Guidelines from the President and the CDC, every person in Texas shall avoid social gatherings in groups of more than 10 people.
• Order No. 2: In accordance with the Guidelines from the President and the CDC, people shall avoid eating or drinking at bars, restaurants, and food courts, or visiting gyms or massage parlors; provided, however, that the use of drive-thru, pickup, or delivery options is allowed and highly encouraged throughout the limited duration of this executive order.
• Order No. 3: In accordance with the Guidelines from the President and the CDC, people shall not visit nursing homes or retirement or long-term care facilities unless to provide critical assistance.
• Order No. 4: In accordance with the Guidelines from the President and the CDC, schools shall temporarily close.

These orders will be effective on a statewide basis starting at 11:59 PM on March 20, 2020 and will end at 11:59 PM on April 3, 2020, subject to extension thereafter based on the status of COVID-19 in Texas and the recommendations of the CDC.

This executive order does not prohibit people from visiting a variety of places, including grocery stores, gas stations, parks, and banks, so long as the necessary precautions are maintained to reduce the transmission of COVID-19. This executive order does not mandate sheltering in place. All critical infrastructure will remain operational, domestic travel will remain unrestricted, and government entities and businesses will continue providing essential services.

For offices and workplaces that remain open, employees should practice good hygiene and, where feasible, work from home in order to achieve optimum isolation from COVD-19. The more that people reduce their public contact, the sooner COVID-19 will be contained and the sooner this executive order will expire.

Under Chapter 81 of the Health and Safety Code, Commissioner Hellerstedt's Public Health Disaster Declaration triggers a number of important tools for state and local officials to respond to COVID-19:
• Texas and local health authorities can more easily require property owners to disinfect, decontaminate, and seal off property that might be contaminated.
• It authorizes health authorities to take additional control measures that they see fit to control and eradicate the threat to public health.
• It streamlines the process for state and local health authorities to invoke the courts to enforce quarantines of individuals.
• Activates enhanced tools for DSHS to collect disease and health information and to share that information with law enforcement personnel and first responders as appropriate.

Dallas County Reports 20 Additional Positive 2019 Novel Coronavirus (COVID-19) Cases

DALLAS -- Dallas County Health and Human Services (DCHHS) reported 20 additional positive cases of 2019 novel coronavirus (COVID-19) in Dallas County. Local public laboratories are no longer required to send “presumptive positive” samples to the CDC for confirmation. Respiratory samples positive for COVID-19 in a public health laboratory will be considered “positive” with no need for further testing.

The 20 cases include:
• We are reporting 20 new cases today, bringing the total case count in Dallas County to 55
• This includes one death which was identified by the Medical Examiner’s office, of an man in his 60’s who was a resident of the city of Richardson. This individual was found deceased in his residence and did not have high-risk chronic health conditions.
• The remaining new cases include: six men and two women in their 30’s, two men and two women in their 50’s, two men and three women in their 60’s, one woman in her 70’s and one woman in her 90’s
• Three persons were hospitalized, including one in a critical care unit; 16 are self-isolating at residences.
• Twelve cases are residents of the city of Dallas, 3 are residents of Garland, 2 are residents of Mesquite, 1 is a resident of Cedar Hill, and 1 is a resident of Farmers Branch.
• Five cases are related to domestic out-of-state travel and 2 are related to international travel
• Three patients are close contacts of a confirmed COVID-19 case.
• Six have no source or travel risk factor yet identified, and are therefore indicative of community transmission. Four other cases are still under investigation.
Dallas County will not release further information to protect their privacy.

“Things will get worse before they get better. How bad this gets is directly tied to how well each of you follow the CDC guidelines and exercise smart personal responsibility,” said Dallas County Judge Clay Jenkins. “Please also remember to check in on your family, friends and neighbors, especially those who are elderly.”

Most employees who work within the City of Dallas have a right to paid sick leave. Employees of private businesses and nonprofits with six or more employees in Dallas can use their paid sick leave when they are sick or to care for sick family members.

The Centers for Disease Control and Prevention (CDC) recommends taking everyday preventive actions to help prevent the spread of respiratory diseases, including:
• Stay home when you are sick, except to seek medical care
• Wash your hands with soap and water for at least 20 seconds and help young children to do the same. If soap and water are not available, use an alcohol-base hand sanitizer with at least 60% alcohol.
• Avoid touching your eyes, nose, and mouth with unwashed hands.
• Avoid close contact with people who are sick.
• Clean and disinfect frequently touched objects and surfaces using a regular household cleaning spray or wipes.
• Cover your cough or sneeze with a tissue, then throw the tissue in the trash. If you do not have a tissue, use your sleeve, not your hands.
