Animal Services Strategic Plan

In 2019, the City convened a Strategic Planning Task Force comprised of Mesquite citizens, representatives from MAS rescue partners and Animal Services staff and leadership, and tasked this group with writing a new 5-Year Strategic Plan for Mesquite Animal Services.  The 2019 MAS Task Force worked for several months and completed the selection of five (5) Strategic Goals and twenty-two (22) objectives as the core content for the 2020-2025 (5-Year) MAS Strategic Plan. From the outset, discussions were focused on creating and improving programs that would enhance five main areas:

  • Community Outreach
  • Field Responsiveness and Enforcement
  • Intake Management
  • Facility and Staff Needs
  • Live Release

The 2018 Strategic Plan was created after the direction of the 2015 Strategic Plan enabled Mesquite Animal Services to significantly increase both field response for citizens in Mesquite and lifesaving efforts for the pets at the shelter.
