The Human Resources Department supports the City of Mesquite by recruiting, developing and retaining employees who share our commitment to service excellence.
We are seeking a Human Resources Analyst to join our team. The Human Resources Analyst will primarily be responsible for performing duties related to the benefits functions of HR, which includes publishing communication to employees, coordinating the City’s wellness programs; reporting medical claims and health center quarterly pharmacy data; preparing and revising benefit brochures and mailings to employees and retirees, open enrollment functions and leave administration; will also provide on an as needed basis support for the City’s payroll function and assist in employment and recruiting. Will also provide support to Human Resources staff, as assigned for other HR functions and will assist citizens and City employees with HR related matters.
- Requires a Bachelor’s degree in Human Resources or a related field.

- Must possess a valid state issued driver's license.

The primary function of the Recreation Division is to provide a wide variety of activities designed to meet the leisure needs of the entire community for all ages.
The City of Mesquite is seeking a qualified Recreation Center Supervisor to lead, oversee and participate in the work of staff responsible for providing arts, crafts and other recreation services within the Recreation Division. The Recreation Center Supervisor will coordinate the youth after school program and the summer day camps.
- Bachelor's degree from an accredited college or university with major coursework in recreation administration, park and recreation management, physical education, or other related field.
- Requires two (2) years of increasingly responsible recreation leadership experience.
- Must possess a valid Class C Texas driver's license.
Must be available to work M-F 9am-6pm with some evenings and weekends as needed.

The City of Mesquite Engineering Division is seeking a qualified Traffic Engineer to join our team. The City currently has 105 traffic signals in operation with four new traffic signals planned and seven existing traffic signals scheduled for upgrade. The City is currently in the process of completing the last phase of its nearly $3.5 million traffic signal upgrade and interconnection plan that will create a Traffic Management Center, allowing all of the traffic signals in Mesquite to be operated from a central location.
The Traffic Engineer will be responsible for: managing the City’s Traffic Management Center, traffic signal fiber optic system and traffic signal progression system based on ACTRA Central System software. This position will also perform traffic signal warrant studies, design traffic signals, as well as prepare traffic signal plans, specifications, and estimates. Additional responsibilities of the Traffic Engineer include: performing speed studies and traffic impact analyses, reviewing requests for driveway access and design plans prepared by others for compliance with accepted traffic engineering principles and standards as well as City Code, and providing highly responsible and complex administrative support to the Manager of Traffic Engineering and Street Lighting.
Requirements
- Bachelor's degree from an accredited college or university with major coursework in traffic or transportation engineering or other closely related field.
- Four years of increasingly responsible experience as a registered professional engineer engaged in traffic engineering, efficient signal progession, traffic signal design and operations.
- Possession of a valid driver's license.
- Possession of an active certificate of registration as a Professional Engineer, with specialization in the field of civil engineering with a focus on transportation, issued by the Texas Board of Registration of Professional Engineers; or possession of similar registration issued by another state, with the condition that the successful applicant obtain an active certificate of registration as a Professional Engineer, issued by the Texas Board of Registration for Professional Engineers within twelve months of employment as a condition of continued employment.
- Possession of an active certification as a Professional Traffic Operations Engineer (PTOE) or the ability to obtain certification within two years of the date of hire as a condition of continued employment.
Must be available to work M-F 8am-5pm.
